Dr. Reinhild Otte has a background in Economics, Law and Social Sciences, with academic degrees as an Economist (Diplom-Volkswirt), a Master of Social and Economic Sciences (Mag.rer.soc.oec – Magister rerum socialum oeconomicarumque), a Doctorate in Social and Economic Sciences (Dr. rer.soc.oec – Doctor rerum socialum oeconomicarumque) and a Second State Exam for Teachers in Secondary Vocational Schools (economics and political studies).
She has professional experience in various fields of industry in Germany and abroad, in vocational education, as well as in university teaching and research (economics and law).
From 1985 to 2010, she worked as a civil servant in the Ministry of Education, Youth and Sport of the German Land of Baden-Württemberg, first with responsibility for Adult Education and Lifelong Learning, then for Europe, Supraregional and International Affairs, Federal Council.
She has also represented the Land of Baden-Württemberg, and the Federal Republic of Germany, in numerous national and international bodies and committees. Among many other functions, she has worked as a representative of the Standing Conference of Ministers of Education and Cultural Affairs of the Länder of the Federal Republic of Germany (Kultusministerkonferenz, KMK) in different areas of intergovernmental cooperation (Council of Europe, European Union, UNESCO, OSCE/ODIHR, etc.)
Since the 1980s, she has contributed to various Council of Europe (CoE) inter-governmental co-operation programmes, in particular to programmes of Lifelong Learning and Adult Education as well as to the bilateral CoE/Russian project “Demosthenes bis”. From 1997 she acted in the CoE project Education for Democratic Citizenship and Human Rights (EDC/HRE ) as vice-chair or chair, and has represented the CoE in many missions, fora and conferences of international organizations, including UNESCO, OSCE/ODIHR, EU, International Committee of the Red Cross, European Union Agency for Fundamental Rights, etc.
In May 2010, the Council of Europe awarded its highest distinction, the Pro Merito Medal, to Reinhild Otte for her long standing commitment to the work of the organization.
Since her retirement in 2010, she has been working as a Council of Europe Expert, representing the organization in various activities and international conferences, as well as a consultant/advisor to different international governmental and non- governmental institutions and programmes.
